Project Overview

McAlester Public Schools is accepting sealed bids from qualified contractors for the complete demolition and site cleanup of Eugene Field Elementary School, located at the address above. The building sustained significant damage due to a recent fire and must be demolished in compliance with local, state, and federal regulations.

The structure is approximately 18,010 square feet and consists primarily of a steel structural frame with concrete masonry unit (CMU) walls, commonly referred to as cinder blocks. The school facility may contain asbestos or other hazardous materials that must be identified and remediated according to EPA standards and all applicable environmental regulations prior to demolition.

Scope of Work Includes:

·   Asbestos and hazardous material inspection and abatement (in compliance with EPA, OSHA, and Oklahoma Department of Environmental Quality (ODEQ) regulations).

·   Acquisition of all required permits, including demolition and environmental permits.

·   Complete demolition of the school structure including foundations and below-grade components.

·   Removal of all construction and fire debris from the site.

·   Grading, leveling, and backfilling as required.

·   Final site cleanup to return the area to a safe, clean, and hazard-free condition.

·   Furnishing and maintaining insurance, bonds, and liability coverage as specified below.

Legal and Compliance Requirements

This bid solicitation complies with the Oklahoma Public Competitive Bidding Act of 1974 (Title 61 O.S. §§101-138), which governs procurement and bidding procedures for public construction projects. The following statutes and regulations apply:

·   Oklahoma Public Competitive Bidding Act (61 O.S. §§101-138)

·   Oklahoma Asbestos Control Act and Regulations (OAC 380:50)
 

All contractors must be licensed, bonded, and insured in the State of Oklahoma and provide proof of:

·   General Liability Insurance

·   Non- collusion affidavit 

·   Workers’ Compensation Coverage

·   Performance and Payment Bonds as required under 61 O.S. §1

Bid Timeline:

Bid Issue Date: August 12, 2025

Mandatory Pre-Bid Site Visit:   At least one week prior to public bid opening.

Deadline for Questions: September 8, 2025 by 4:00 PM

Bid Submission Deadline: October 1, 2025 by 2:00 PM

Bid Opening: October 2, 2025 at 2:15 PM at McAlester Public Schools Administration

Anticipated Notice of Award: October 16 , 2025

Project Start Date: Within 45 days of completion of contract

Bids received after the submission deadline will not be considered. Bidders are responsible for ensuring timely delivery.

General Conditions:

·   The District reserves the right to reject any or all bids and to waive informalities.

·   Bidders must visit the site and verify all conditions at least one week prior to bid opening.

·   No bid may be withdrawn for 30 days after the bid opening date.
